Assessment Validation Overview

Registered Training Organisations manage many obligations upon registration, like yearly reports, AVETMISS data submission, and marketing compliance. Among these tasks, validation of assessments is notably challenging. While validation has been covered in many posts, let's revisit the fundamental principles. ASQA (Australian Skills Quality Authority) defines assessment review as granular review of the evaluation process.

In essence, assessment validation is designed to identify which parts of an RTO’s assessment methods are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the 2015 Standards for RTOs, RTOs must ensure their assessment systems, including RPL, adhere to the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The regulations require two types of validation. The initial type of assessment review ensures compliance with the training package assessment requirements within your organisation's scope. The subsequent validation ensures that assessments are conducted according to the Principles of Assessment and rules of evidence. This indicates that we perform validation in both pre- and post-assessment stages. This article will concentrate on the initial type—assessment tool validation.

The Two Types of Assessment Validation

- Assessment Tool Validation: Sometimes called pre-assessment validation or verification, pertains to the first part of the clause, aimed at meeting all unit requirements.
- Post-Assessment Validation: Pertains to the conduct, ensuring that RTO assessments align with the Principles of Assessment and Rules of Evidence.

Process of Conducting Assessment Tool Validation

When to Validate Assessment Tools

The aim of assessment tool validation is to ensure that all elements, performance criteria, and evidence of performance and knowledge are addressed by your assessment methods. Therefore, whenever you acquire new training materials, you must perform assessment tool validation before students use them. There's no need to wait for your next 5-year cycle validation schedule. Review new materials immediately to confirm they are fit for student use.

Nevertheless, this isn't the only time to perform this type of validation. Do validation of assessment tools also when you:

- Modify your resources
- Add new qualifications to scope
- Evaluate your course with training product updates
- Spot your learning resources as a risk during your risk assessment

ASQA uses a risk-based approach for regulating RTOs and requires regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

What Training Products Require Validation

Note that this validation guarantees adherence of all training materials before use. All RTOs must validate resources for each course unit.

Resources Needed to Start Assessment Tool Validation

To start assessment tool validation, you will need the complete set of your training materials:

- Mapping Resource: The first document to review. It indicates which evaluation items meet unit requirements, helping with faster validation.
- Learner Workbook: Ensure it is suitable as an evaluation tool during validation. Check if directions are clear and answer fields are sufficient. This is a common issue.
- Assessor Guide: Also check if directions for evaluators are sufficient and if clear standards for each evaluation item are provided. Clear benchmarks are crucial for reliable evaluation results.
- Additional Resources: These may include checklists, logs, and templates created separately from the learner workbook and marking guide. Validate these to ensure they suit the assessment activity and address subject requirements.

Panel for Validation

Clause 1.11 specifies the requirements for validation panel members. It states assessment validation can be performed by one or more people. However, RTOs usually require all educators and assessors to participate, sometimes including sector experts.

Collectively, your validation panel must have:

- Workplace Competencies and Up-to-date Industry Skills relevant to the unit being validated.
- Current Expertise in Vocational Education.
- Either of the following credentials for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Assessment Principles

- Fairness: Is equal opportunity and access provided to everyone in the assessment process?
- Flexibility: Are there multiple ways to demonstrate competence, accommodating different needs and preferences?
- Validity: Is the assessment an accurate tool for evaluating the required skills and knowledge?
- Consistency: Are the assessment results consistent regardless of who conducts the training?

Evidence Rules

- Validity: Is the evidence appropriate to the requirements of the unit of competency?
- Adequacy: Is there enough evidence to ensure that the learner has the skills and knowledge required?
- Genuineness: Does the evidence confirm the originality of the candidate's work?
- Relevance: Are the assessment tools based on current units of competency and up-to-date industry practices?

Important Factors in Assessment Validation

Pay attention to the action words in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Baby and Toddler Care, one performance criteria asks students to:

- Change nappies
- Prepare and feed bottles, clean feeding equipment
- Prepare and give solid food to babies
- React suitably to baby signals and cues
- Prepare and settle babies for sleep
- Supervise and support age-appropriate physical activities and motor development

Common Pitfalls

Describing the nappy-changing process for babies under 12 months does not fulfill the unit requirement. Unless the unit criteria is meant to evaluate underlying knowledge (i.e., evidence of knowledge), students should be performing the tasks.

Watch Out for the Plurals!

Pay attention to the quantities. In our example, one of the unit requirements of CHCECE032 calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.

Full Competence or Not Competent

Pay attention to lists. As mentioned earlier, if students do not complete all the tasks listed, it’s non-compliant. Each evaluation task these guys must cover all specifications, or the student is not yet competent, and the assessment method is not compliant.

Be Specific!

Each assessment item must have clear and specific benchmark answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your directions do not confuse students or evaluators.

Steer Clear of Double-Barrelled Questions

Not using double-barrelled questions makes it simpler for students to respond and for trainers to accurately judge student competence.

Considering these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” However, with these assurances, you must wait until an audit to address noncompliance. This impacts your compliance record, so it's better to take a safe and compliant approach.

By following these guidelines and understanding the Principles of Assessment and evidence rules, you can ensure that your assessment methods are compliant with the standards established by ASQA and the SRTOs 2015.
